Opinion Judge: PERA was intended to prohibit strikes by public employees. Its provisions for mediation of grievances and protection of the rights and privileges of public employees are ameliorative additions to the former Hutchinson act (1947 P.A. 336, as amended by 1965 P.A. 379, 397 and 1973 P.A. 25). The present statute reads in pertinent part:
